I'm running Fallout 4 Script Extender VR v0.6.20 beta. I've tried using the console and searching for the holotape ID using help 'City Manager' 4 and all kinds of variants (upper/lower case, just 'City', just 'Manager') and I can't find the ID anywhere (both with Sim Settlements installed and not installed) so I can't player.additem #.

I've tried doing a new game save outside of each of those areas with Sim Settlements not installed, installing Sim Settlements and then going into those locations, but the holotape does not appear. I've looked for it at all three locations and it's just not there. MCM isn't supported in VR so I can't activate Sim Settlements through MCM. I'm not having any luck getting the City Manager 2078 holotape to appear anywhere so I can't get get Sim Settlements working.
